Unexplained wealth must be criminalised if it doesn’t match lawful income – Kissi Agyebeng

The Special Prosecutor-nominee, Kissi Agyebeng, says he is committed to dealing with unexplained wealth accrued by government officials if he’s confirmed.

Appearing before Parliament’s Appointments Committee, Mr. Agyebeng said he expects all the wealth of government officials to come from lawful sources.

“I will be looking out in respect of the sources of that income… whatever the source of the income is; should be lawful,” he said.

Asked if Ghana should criminalise unexplained wealth by the Minority Leader, Haruna Iddrissu, he surmised that it would depend on the defence of the person in question.

“If we are to place unexplained wealth in proper context, I will say that if the person cannot reasonably explain as matched against his lawful income the amount of money in question, then that aspect, in my opinion, should be criminalised. But if you can reasonably explain how you came by that amount of money, then that should be acceptable.

“If I were to place the burden on you; matched against your lawful income, and you cannot reasonably explain the shortfall as to how your lawful income falls short of your wealth, then I will be asking you questions and calling you in.”

As a general strategy for fighting corruption, Mr. Agyebeng said he would make graft a high-risk endeavour.

“I am going to make corruption very costly to engage in terms of conflict of interest,” he stated.

“My conscience and my learning of the law are going to be my guide,” the nominee also assured.

Attorney-General and Minister for Justice, Godfred Yeboah Dame, nominated Mr. Agyebeng, a law lecturer and private legal practitioner, as a replacement for Martin Amidu, who resigned from the position in November 2020 under very controversial circumstances.

Kissi Agyebeng was called to the Ghana Bar in October 2003 and holds a Bachelor of Laws (LLB) degree from the University of Ghana, as well as, Master of Laws (LLM) degrees from Schulich School of Law, Dalhousie University, Canada, and Cornell Law School, USA.

He has, since 2006, been teaching Criminal Law at the University of Ghana, whilst engaging in private law practice.

The Office of the Special Prosecutor has the mandate to investigate and prosecute all suspected corruption and corruption-related offenses as pertaining to public officers, politically exposed persons, and persons in the private sector alleged to have been involved in any corruption and corruption-related offenses.

Apart from initiating investigations on its own, Act 959 gives the Office of the Special Prosecutor the power to receive and investigate complaints of alleged corruption from the public or investigate suspected corruption or corruption-related offenses upon referral from public bodies such as the Attorney General’s Department, the Commission on Human Rights and Administrative Justice (CHRAJ) and the Economic and Organised Crime Office (EOCO).

Former President, John Dramani Mahama, has poured a fountain of laudations on the late Former Central Regional Minister, Ama Benyiwa Doe, who has passed.  According to him, the late party stalwart was not only a politician, but a gender activist.

President Mahama, who took to his Social Media walls on Sunday, September 19, 2021 expressed shock about the passing of madam Benyiwa Doe and praised her for her great service to the NDC and Ghana.

“I have received with deep sadness, news of the demise of one of the most inspirational icons to have served our party, the NDC, and this great nation.” John Mahama stated.

He added that the late Ama Benyiwa Doe was a personality of courage, commitment and served her country with passion.

“Ama Benyiwa Doe was an embodiment of limitless courage, commitment and passion for service.” The Former President observed.

Family sources said the outspoken politician died during the early hours of Sunday, September 19, 2021 at Tema in the Greater Accra Region of Ghana.

Madam Benyiwa Doe, who was the Central Regional Minister between 2009-2012 died at age 71. She was once a Member of Parliament for Gomoa West and a Former National Women’s Organisation of the Opposition National Democratic Congress.

Our sources said, Madam Ama Benyiwa Doe, popularly known as Am Shavez was unwell for few years until her unfortunate demise on Sunday.

Her death, has seen Facebook and other Social Media platforms flooded with a fountain of messages to eulogize the iconic late member of the NDC.

The National Youth Organiser of the NDC, George Opare Addo, has described the late Ama Benyiwa Doe as a selfless patriot who served Ghana well.

“As a party executive and Minister, she was exceptional, patriotic and served her nation well.” Mr.Opare Addo stated.

An astute NDC Youth and Social Media Activist, Bright Abakosem observed that the late Former Minister’s life deserves celebrations.

“We will celebrate a life well lived. NDC is forever grateful for your commitment, dedication, hard work and above all, long service.” He eulogised.

Chereponi: Police move in to prevent demo against purported DCE nominee

JUST In: Ghana Police Service unveils special Anti-Robbery Task Force to  'battle' armed robbers

The Chereponi District Police command has foiled a planned demonstration against the purported District Chief Executive nominee, Zuweira Mada Nashiru.

The police in a statement said the demonstration was going to be embarked upon by some members of the New Patriotic Party (NPP) who were aggrieved that their favourite candidate, S. K. Orlando, was not recommended for nomination.

“The Chereponi District Police Command upon receipt of the information quickly invited the constituency chairman, Aliu Sulemana and some of the youth leaders and after discussing, the chairman and the youth leaders realized the need to keep the peace and abide by the advice of the police not to proceed with the demonstration. They also promised to go by the Public Order Act and notify the police accordingly, should they intend to organize the demonstration.”

The police also engaged S. K Orlando who was urged to calm his supporters down.

The district remains calm, however, the police say they are monitoring the situation.

Two patrol teams have currently been deployed to maintain peace in the area, including a standby security team put in place.
