2021 WASSCE Papers Leakage; WAEC postpones Physics, Business Management papers

The Physics and Business Management examination in the ongoing West African Senior School Certificate Examination (WASSCE) which was scheduled for Wednesday [September 15] have been rescheduled.

The West African Examinations Council (WAEC) is expected to announce a new date and time the papers are to be written.

“A new date for the rescheduled papers (Physics 1 & 2 and Business Management 1 & 2) will be communicated in due course. However Automechanics 2 & 1 will be administered today, 15th September at 2pm as scheduled,” WAEC stated at a press briefing on Wednesday morning.

According to WAEC, the move to reschedule the papers to ensure and safeguard the integrity of the examination.

There are suggestions the papers got leaked.

At a later press briefing Wednesday morning, WAEC said as a further step to safeguard the integrity of the examination, the council has instituted strict internal controls and compliance by staff to the security regulations of the council.

WAEC is also increasing inspection and monitoring at the various centers.

It named some schools, which were being monitored closely for attempts and intents to cheat.

It said evidence was being gathered to validate the claims of cheating in those schools.

They are Ejisu Senior High Technical School (SHTS) at Ejisu, Anlo-Anfoega SHS, Tepa SHS, Yeji SHTS, Kings David’s College at Somanya, Ideal College, Sunyani, Christ the King SHS, Obuasi, Modern SHS, Kpong, Modern SHS at Kintampo, Oyoko Methodist SHS, Agogo SHS.

Some invigilators have also been stopped from providing services to WAEC and were being considered for further sanctioning.

WAEC is also scrutinising scripts at schools where cheating have been reported and the appropriate sanctions applied.

It said it was continuously monitoring rogue websites and social media in collaboration with the security agencies.

Stick to your core mandate – Rev. Ntim Fordjour charges Technical Universities

 The Deputy Minister of Education, Rev. John Ntim Fordjour, has tasked Governing Councils of Technical Universities in the country to stick to their core mandate of spearheading the development of technical education.

He explained that to attain that, there was the need for them to maintain the high intake of science and technology-based courses as their main focus and not the current situation whereby some had a huge intake of humanities than the science and technical courses.

Rev. Ntim Fordjour made the call on Monday when he launched a five-year strategic plan for the Accra Technical University.

The 66- paged Strategic Plan (2021-2025) is centred on eight pillars namely: quality and motivated human resource and effective governance, availability of approved infrastructure and systems, internalization and the visibility of the university, industry and community engagement.

The rest of the pillars are impact-oriented research and innovation, enhancing students’ experience, finance and staff welfare and support services.

It is expected that the full and strict compliance of the 5-year strategic plan would help push the fortunes and performance of Accra Technical University forward.

The Deputy Minister lauded the 14-member strategic planning committee for their hard work leading to the completion of the new plan.

Rev. Ntim Fordjour was quick to mention that, “do everything possible to ensure that you implement this strategic plan and do not let it be left on the shelf to gather dust”.

He then charged various stakeholders in the school to play their roles effectively to ensure that the implementation brought about massive improvement and transformation in the operations of the University.

The Deputy Minister recounted how some Technical Universities were admitting high numbers in the humanities instead of science and technology which was their main focus.

He stated that the huge investment made by the Nana Addo Dankwa Akufo-Addo-led government in the past five years in the Technical Education Sector attested to the interest he had in turning the nation’s economy around through industrialization.

Again, he said, “to catch up with the rest of the world in the 4th industrial revolution, there was the need for the training of critical thinking and other skills needed to support the development of industry” .

The Vice-Chancellor for the Accra Technical University, Prof. Samuel Nii Odai, was upbeat that with the launching of the strategic plan, everything possible would be done to ensure that it attained higher laurels for the University and the country.

He appealed to all stakeholders in the institution to support the governing council so that they would be able to spearhead the development agenda of the University.

The Chief Executive Officer for Databank Group, Mr Kojo Addae Mensah, charged the University to consider looking for other alternative sources of funding and not depend solely on government support.

He proposed an increase in the number of fee-paying students which currently stood at about five per cent to about 20 per cent to raise enough cash to support their new strategic plan and other development initiatives of the University.

We’ll punish persons who promise to change postings for money-NSS

The National Service Secretariat says it has launched a full-scale investigation into activities of people re-posting National Service candidates and taking monies from them.

The Service says currently no one has been arrested.

Information from the security services, however, points to the fact that there are people who are involved in these dubious acts, the Director of Corporate Affairs, Ambrose Esaah, made this revelation on 3FM’s Sunrise hosted by Alfred Ocansey on Monday.

The National Service Scheme (NSS) said a total of 81,081 graduates have been posted.

The postings for the 2021/2022 service to all sectors of the economy have been released with worries, however, to do with the suspected fraud.

Personnel are expected to begin their services across the country from Monday, October 11.

Mr Esaah explained that the Service would deal ruthlessly with anyone caught involved in the act.

He noted that such people lure their victims with the assurance of changing their posting slots to preferred destinations and charged them an exorbitant amounts of money.

Enumerating the kind of people who qualify for change in postings, Mr. Esaah said Persons with Disabilities (PWDs), pregnant women, married couples who live far away from each other as a result of the posting and those whose original institutions have rejected them.

He said such people would have a change in their posting and this should be done at the head office or regional and district offices of the Scheme.

Expansion of Ghana School Feeding Programme to JHS crucial – FOSDA

The Programmes Manger at  the Foundation for Security and Development in Africa (FOSDA), a civil society organization with the mission to promote peace and human security, Theodora Williams Anti, has said that expansion of the Ghana School Feeding Programme (GSFP) to benefit more pupils in Ghana is crucial.

She explained that since the inception of the programme in 2005, successive governments have continued to expand the coverage of the initiative, offering many poor learners the opportunity to benefit from the intervention.

However, she said, 16 years on, only 30% coverage has been achieved out of the about 30,112 public primary schools and kindergartens combined.

Coupled with calls to expand coverage, government has shown commitment to include more schools under the programme, but the dilemma, is whether to continue with the current model where primary schools are selected from deprived communities and placed on the programme or adopt a new model; which is to expand coverage to include Junior High Schools (JHS), Madam Williams Anti said during the media launch of the GSFP bridging the gap documentary supported by OXFAM, in Accra on Thursday October 7.

“To prove that expansion to the JHS is crucial, it will be recalled that the last time government gave approval to expand the programme was in July 2016 and it targeted 3 million school children. Very little is known about progress on this in the public domain.

“Three (3) months ago, FOSDA commissioned a study into the GSFP and progressive effects at the JHS level, with comparative analysis of two other African Countries i.e Mozambique and South Africa. Our findings suggest that, the absence of the GSFP at the JHS level is equally accounting for dropout rates in the country. Data from the Ministry of Education on completion rate in 2016 to 2019 averaged 100.1% at both national and sub-national levels for primary schools. Within the same time period, average completion rate for JHS was 76.8% at national and 63% at the sub-national levels. This shows a completion gap of 23% and 37% for JHS at the national and sub-national levels respectively.

“The GSFP has contributed substantially to the enrollment and retention of pupils. For instance, from 26% to 73% in the 2014 academic year. The South African story showed an average 93% completion rate at Grade 7-9 alone (equivalent to HJS 1to 3 in Ghana). This shows a much higher figure within the same time period when the comparison is made to Ghana at national level,” she stated.

She added “to support these study findings, FOSDA engaged with beneficiaries and some duty bearers of the GSFP in selected districts. The call for the expansion to the HJS level was paramount again. This led to the production of a 20 minutes documentary on the subject.

“As an organization with a mission to champion human security we have concluded that the path to consolidating the gains on GSFP is the option to expand it to the JHS level but with emphasis in poor and deprived communities. The poor and deprived communities in those districts that have performed poorly, on the district league table (DLT) since 2014 as well as the those ranked low on Ghana’s poverty profile and maps. The Conscious efforts must be taken to bridge the inequality gaps in the GSFP.

“We are here today to share with you what key stakeholder are saying is the way forward in the implementation of the GSFP;

“We urge you to join our camping to call on government to extend the GSFP to the JHS, so that together we can achieve the Sustainable Development Goals (SDGs) overarching principle of leaving no one behind.”

The Ghana School Feeding Programme (GSFP) is an initiative of the comprehensive Africa Agricultural Development Programme (CAADP) Pillar 3 which seeks to enhance food security and reduce hunger in line with the United Nations (UN) Sustainable Development Goals (MDGs) on hunger, poverty and malnutrition.

The immediate objectives are to reduce hunger and malnutrition, increase school enrolment, attendance and retention, and boost domestic food production in deprived communities of the country. The Development objective is to reduce poverty and enhance food security.
